Also TOF works because you have presynaptic acetylcholine receptors on the neuron too, and NMBs also block them. Normally, some of the acetylcholine released by the neuron is supposed to bind to the presynaptic receptors too, causing more ACh to be able to be released. Except when there's a NMB there. So in that way, the NMBs also prevent ACh from being released, and less and less gets released each time.
See, the NMBs realized a long time ago that the whole "it just binds to receptors on the post-synaptic membrane" thing was too easy for people to learn, so they needed to throw something else in there just to mess with you.
